Yes I can retake the test. I can take the test one more time before I am failed out of the program. I am trying to decide if I want to take the test in April or November. No, there isn’t anything anyone can do.

For what it’s worth, I failed by qualifying exam the first time I took it, so I have an idea of how much it sucks to prep and prep for something only to be told you have to do it again. Give yourself some time away from the idea and then start prepping again. You can do it.
